Russia cuts imports of stainless steel seamless tubes

In the 1st quarter of 2014, compared with the equal period of the previous year, the apparent volume of imports of stainless steel seamless tubes dropped 47.5% to only 2,128 tons.

The major imported products were cold-deformed seamless tubes (customs code 730441). Their share in the 1st quarter accounted for over 59.3% out the overall supplies (in Q1 2013 – 45.9%).

The top suppliers of this type of stainless steel products were: Ukraine, which share accounted to 48.7% out of the overall supplies (in Q1 2013 – 32.8%), China – 25.4% (9.8%), South Korea – 8.4% (0.4%), India – 7.2% (0.1%), Malaysia – 3.6% (49.4%).

To remind, the imports of this type of stainless steel tubes are imposed with customs duty (12.5% of the customs value) and a limiting quota, in addtion to that, the imports from Chima are burderned with an anti-dumping duty of 19.15%.

Despite these limitations, the imports of tubes from China in the 1st quarter rose 76.1%. The reason to this growth is in a lower price. The imports from Ukraine rose 0.6%, South Korea – more than 15 times, India – 91 times. The tubes, produced in Korea and India, are exempted from the quota. The imports from Malaysia fell 95.1% after they had falled under the quota.
